Captain Leal was hired as a Police Officer on January 1, 1988. His prior experience includes holding positions as a Cadet Captain and Reserve Deputy Sheriff Sergeant at the Alameda County Sheriff’s Office, and Deputy Sheriff at the San Mateo County Sheriff’s Office. He was part of the Special Enforcement Unit from 1990-1991 and was a Motor Officer in the Traffic Unit from 1993-1996. He has also served as a Property Crimes Detective, Field Training Officer, SWAT Team Leader, and Sniper. As a Sergeant he worked in patrol and also served as Community Services Sergeant, which included the supervision of the Traffic and Code Enforcement Divisions.
Captain Leal formerly served as Operations, Support Services and Administrative Services supervisor and his current responsibilities include command of the Support Services Division, which includes, Police Administrative Services, Detective Division, Personnel and Training, Communications Center, and the Records Division.
Captain Leal earned his Associate of Arts degree in Administration of Justice from Chabot Community College in 1985. He earned his Bachelor of Arts degree in Business Management from St. Mary’s College in 2003, as well as his Masters Degree in Public Leadership in 2006. He has been an Administration of Justice Instructor at both Ohlone and Chabot Community Colleges and is currently attending the California Commission on Peace Officer Standards and Training Command College. He has served as the Director of International Services for the Newark Rotary Club and is currently the President Elect for 2008-2009.
