MISSION: To secure and foster the ethical and proactive management of all of the City's finances while supporting the City Council, community, and staff in a prompt and courteous manner.

In 1994, in order to address the City's overall changes, the City began its first formal strategic planning process. Under City Council direction, the City's Vision and Mission Statements were developed. Following the development of the statements was the creation of a five-year strategic plan that included key issues which represented significant policy areas that the City wanted to address and action plans that had measurable goals and objectives. From the Five-Year Forecast comes the City's ability to devise strategies and action items to obtain the City's vision while remaining fiscally responsible.

Because the strategic planning document is intended to be a "living" document, City management and the City Council will review the plan biennially. It will change as necessary to ensure quality community services and assist Newark towards its Vision.

City fees are designed to cover the costs of providing selected services to individuals, groups, or business entities. All City fees are consolidated in the Master Fee Schedule, which is designed to assist City staff and the public in quickly locating the appropriate fee. The Master Fee Schedule is adopted annually by the City Council as part of the budget process.

The City publishes the Comprehensive Annual Financial Report (CAFR) designed to provide the City's governing body, citizens of the City, customers, investors, and creditors with a general overview and analysis of the City's financial activities and performance during the fiscal year.
